ASI to Launch 100 City Leaders

The Agency for Strategic Initiatives (ASI) has started recruiting participants to the Urban Initiative Acceleration Program. Applications are accepted through February 10 at the site

“Yesterday, at the meeting of the supervisory board, we presented a new initiative titled “100 City Leaders” to President Vladimir Putin, and today we launched the first recruitment campaign. The acceleration program starts on February 15 within the framework of the Russian Investment Forum in Sochi,” says Svetlana Chupsheva, CEO at the ASI.

Candidates for participation in the program must provide information about their project, team members (from 2 to 5 people including representatives of at least two of the following groups – the public, local government officials, and members of the business community), and record a motivational video.

“Together with Rosatom, VEB, and DOM.rf, the agency is ready to support and supervise the most interesting projects and provide them with the necessary resources, such as acceleration, mentorship, models of interaction with regional authorities and businesses,” Svetlana Chupsheva told President Putin at a meeting of the ASI supervisory board.

Urban revitalization – projects aimed at changing the functional purpose of urban areas and objects while preserving their historical and cultural heritage

Urban functionality (new ways of spending time in the city; custom applications that help solve problems and/or satisfy needs of citizens; tactical urbanism – quick urban changes with minimal costs, not associated with capital construction)

Evaluation criteria

Basic criteria: relevance – focus on a particular city issue and needs of residents, coverage, citizen outreach options, novelty; budget (priority will be given to projects not requiring substantial increases in maintenance costs and providing private funding alternatives), outcome, scalability, and team experience.


All entries will be broken down into the following categories: 

cities and territories with a population of up to 100 thousand people

cities with a population of 100 to 300 thousand people

cities with a population of 300 thousand to 1 million people

cities with a population of more than 1 million people (for city districts with a population of up to 100 thousand people)

territories of Rosatom's presence

Before February 14, the ASI expert board will put together a list of finalists selected for the acceleration program. “100 City Leaders” will run in four stages from February 15 through October 15.
